First, units that don’t require points should still be evaluated on the quality of each specific development β the individual project remains the key benchmark regardless.
Second, since I don’t know what your lifestyle needs are, I’d generally recommend starting with the east-west corridor running from Qingpu through to Chuangxin Road as a guiding axis.
For districts, I’d personally suggest looking at eastern Changning, northern Xuhui, and southern Hongkou β and of course Jing’an and Huangpu go without saying. For the outer new towns, I’d prioritize Jiading and Qingpu.
That said, reading your question, it seems you may not have done a thorough research pass on this yet β and that’s perfectly fine. Use this Spring Festival to get really clear on your actual needs first, and then when you ask again I can give you much more targeted advice. πͺ

Master Chi’s Response: For timing, both February 19th and February 23rd work well β they’re both suitable dates for breaking ground, and by then the Lantern Festival will have passed so workers will be gradually returning to the job.
As for the layout, I think it’s already quite well-arranged. Generally speaking, the thick black lines are load-bearing walls, so there isn’t much that can be changed structurally β it mainly comes down to where you place the bedroom.
